Experience and Perspective
My name is Morgan Hill, and I bring nearly six years of experience investigating campaign finance and ethics matters for the Missouri Ethics Commission. During that time, I reviewed complaints, examined records, analyzed compliance issues, and worked with candidates, committees, organizations, and public officials across a wide range of campaign finance reporting and ethics requirements. I also presented at international conferences and served on planning committees for the Council on Governmental Ethics Laws (COGEL), collaborating with campaign finance and ethics professionals from across the United States and around the world.
That experience provided a unique perspective on how compliance issues arise, the challenges organizations face in understanding regulatory requirements, and the importance of proactive compliance practices.

During my tenure with the Missouri Ethics Commission, I reviewed campaign finance and ethics complaints, assisted with audits, oversaw the crosscheck (inquiry) process, examined disclosure reports and worked directly with candidates, committees, organizations, and public officials throughout Missouri. This experience provided unique insight on how compliance issues are identified, investigated and resolved. It also provided extensive knowledge of common compliance issues, reporting challenges, and the practical steps organizations can take to avoid problems before they occur.
